Lloyd Urban Release Area
The Lloyd Urban Release Area (URA) is an area rezoned partially for residential purposes under the Wagga Wagga Local Environmental Plan 2010. The Lloyd URA is located on the south-western fringe of the Wagga Wagga urban area, and is bound roughly by the red line on Figure 1 below.

The Lloyd URA is located in an area that is particularly important for managing urban salinity within the broader Wagga Wagga urban area. As such, the rezoning of the land for residential purposes was permitted only if certain special controls and measures were implemented to help minimize any impacts on the areas role in managing urban salinity.
Lloyd 80:20 Plans
One of the special conditions applying to the Lloyd Urban Release Area is that developers must ensure that a minimum of 80% of the suburb is covered by impervious surfaces (i.e. a surface through which water cannot penetrate).
For each individual allotment there is a special plan, created by the developer, which indicates the minimum area of the site which must be impervious and includes the road immediately adjacent to the allotment (to the centerline). That plan is known as the "80:20 plan". Until the area is further developed, there is an 80:20 plan for each subdivision approved by Council. The headings below list the streets included in that plan. A comprehensive 80:20 plan will be developed once a more substantial portion of the area is subdivided.

This Fact Sheet outlines important issues related to development in the Lloyd Urban Release Area.
This guideline applies to all urban areas within the Wagga Wagga LGA that have kerb and gutter. Landholders wishing to landscape the nature strip adjacent to their property will need to make application to Council as outlined in these guidelines to ensure the intended landscaping and beautification conforms with Council's Policy.
