Who decides if the application is successful?

The New South Wales MInister of Local Government is responsible for setting 'rate pegging' limits for every local council in the State. Typically, this is around a 3% increase per year. Any amount greater then this must go to the Minister of Local Government for approval.

Council must demonstrate a thorough planning process and detailed budget demonstrating where any additional funding will be spent and how it will track and report that to the Department and the community.
