Kerb and gutter, footpath, table drains and rural crossing bonds
Some types of development can damage Council assets, such as roads, kerbs, or drainage. To cover the cost of any potential repairs, Council may impose a security deposit (bond) as a condition of a Development Consent or Complying Development Certificate to ensure that any damage to Council assets can be repaired at the developer’s expense.
Standard bond amounts, and the development type they will be imposed on, include:
- $1,000 – for kerb and guttering (multi-residential or commercial developments over $200,000)
- $2,000 – for footpaths, kerb and guttering (multi-residential or commercial developments over $200,000)
- $3,000 – for table drains and associated Council infrastructure (any development that has the potential to impact on this infrastructure)
- For larger developments, a higher bond may be required - this will be assessed by Council based on the scale of the development.
Application form
If your Development Consent or Complying Development Certificate includes a condition requiring a bond, you must complete and submit the Kerb, Guttering & Footpath Bond Form to Council.

Note 2: Applicants will be required to pay a non-refundable administration fee as per Councils fees and charges.
Ongoing bond applications
Council also offers an ‘ongoing’ bond option for industry members who regularly undertake developments with these conditions. This option allows applicants to avoid submitting a separate bond application for each development where a bond is required.
Important:
- This option is only available for developments with up to three units.
- Developments with more than three units will still require a separate bond application.

Refunds
Individual development bonds
As part of the Occupation Certificate inspection, Council will assess any potential damage to its assets. If no damage has occurred during construction, the bond will be refunded to the payee.
Alternatively, the applicant can contact Council before the Occupation Certificate inspection to request a refund.
Ongoing development bond
Council will retain an ongoing development bond until a written refund request is submitted. Before issuing a refund, Council will confirm that no damage has occurred to any assets across all developments covered by the bond.
