Anyone is entitled to make a submission which may object to, or support, a development application.

How to make a submission

Submissions can be made via the following methods:

If you are sending it by email, it must arrive before midnight on the last day of the exhibition period.

If you are sending your submission by post, it must reach us by 5:00pm on the last day of the exhibition period.

If you are hand delivering your submission, it must be delivered by 5:00pm on the last day of the exhibition period.

When making a submission, please make sure to:
  • Clearly state which development application you are referring to (include the application number or street address).
  • Provide your name, return address, and contact details.
  • Explain your reasons for support or objection. These must be based on legitimate planning issues relevant to the application. Personal circumstances, moral views, property values, or business competition are not considered under the Environmental Planning and Assessment Act 1979 and will not be taken into account. Submissions that do not raise valid planning issues may be rejected.

Submissions must also be respectful. Any comments that are discriminatory (for example, based on race, religion, gender, age, disability, or sexual orientation) will be removed from the assessment process. If a submission contains such comments, it may be excluded in full at the discretion of the assessing officer.

Development application submission FAQ's

Submissions are not confidential. While your personal details will be removed from Council reports, the full submission (with your details) may still be accessed by the public under the Government Information (Public Access) Act 2009.

If you believe your safety or wellbeing could be at risk, you can ask for personal details like your name, phone number or address to be withheld. Council will consider this request under the Privacy and Personal Information Protection Act 1998.

Anonymous submissions will not be accepted and will not be considered during the assessment.

Late submissions may be considered by Council where practicable, but their content cannot be guaranteed to be reviewed if timing does not align with the assessment. A written response will advise whether the submission is accepted, and in any case, late submissions will not count towards DCP thresholds for referral to a Council meeting.

When you make a submission, you will receive written confirmation that we have received it. We do not provide individual responses to the issues raised, but your submission will be reviewed by the assessing officer and addressed in the formal assessment report for the application.

For petitions, we will send an acknowledgment to the primary contact named on the petition, or if none is listed, to the first person with clear contact details. Other signatories will not receive individual acknowledgments.

If a submission is received after the deadline, we will let you know in writing if your submission has been accepted.

If a submission is rejected after review, we will notify you in writing and explain why.

Petitions or group submissions will be treated as a single submission.

We recommend avoiding this approach and that submissions be independently prepared to clearly reflect the views of the individual or entity.
