Wagga Wagga Planning Documents

The planning and use of land as well as development standards in the City of Wagga Wagga are controlled by a legal planning instrument called the Local Environmental Plan 2010 (LEP), and supporting development control documents called Development Control Plans (DCPs).

Local Environment Plan (LEP)

The Wagga Wagga Local Environmental Plan 2010 (LEP) is the principal legal document for controlling development and guiding planning decisions made by Council to facilitate new development.

The zones and development standards, stipulates whether development is permissible, subject to restrictions such as height, minimum lot size or floor space controls or whether consent of Wagga Wagga City Council is required.

The LEP was published on 16 July 2010 and consists of a written document and comprehensive series of maps illustrating the controls applying to land in Wagga Wagga local government area.

Development Control Plan (DCP)

The development control plan is a non-legal document that supports the local environmental plan with more detailed planning and design guidelines.

The DCP defines and articulates the specific standards needed for residential, business and commercial areas in terms of accessibility, environmental performance, building form and design as well as character.

Full Development Control Plan 2010

Due to the size of the document, the full Wagga Wagga Development Control Plan 2010 is not available for download from Council's website. If you require a full copy of the DCP, Council can provide you with one on disk as per the fee identified in Council's fees and charges . The Wagga Wagga Local Strategic Planning Statement - Wagga Wagga 2040 sets the long-term strategic framework for planning and development in the City of Wagga Wagga local government area over the next 20-years.

It addresses issues of strategic significance to the Council, guiding development or introduction of new planning policies, strategies or actions related to landuse and development.

Wagga Wagga Local Strategic Planning Statement

The Spatial Plan 2013-2043 was superseded by the Wagga Wagga Local Strategic Planning Statement - Wagga Wagga 2040.

Each of the action items identified in the Spatial Plan have been considered in the development of the Wagga Wagga Local Strategic Planning Statement - Wagga Wagga 2040.

The Local Environmental Study (LES) was undertaken by Wilana Associates on behalf of Wagga Wagga City Council. On 24 December 2010, the Minister for Climate Change and the Environment, signed an Order issuing biodiversity certification for the Wagga Wagga Local Environmental Plan. The biocertification remained effective for ten years and expired on 24 December 2020.

With the certification now expired, all development applications lodged after 24 December 2020 will need to minimise and offset impacts to biodiversity through the Biodiversity Offsets Scheme.
